What puts a season behind forecast

A preseason salmon forecast is a scientific estimate of how many fish will return, made months before a single one does, and actual seasons routinely land well to either side of it. When a season runs behind forecast, a few structural mechanics are usually behind it.

Poor ocean survival is the most common cause. The forecast knows how many juveniles went to sea; it has to assume how many survived. Warm-water events, poor feed years and shifted ocean conditions can thin a cohort for years at a time, and every fishery that cohort feeds comes up short of its number together.

Escapement-first management converts a weak run into a weaker catch. When a run arrives soft, managers close or restrict openers until spawning goals are met, because the escapement goal, not the harvest, is the priority. The commercial fleet absorbs the whole shortfall first, which is why a below-forecast run usually produces a catch even further below forecast.

Run timing can masquerade as run failure, then not. A late-arriving run looks catastrophically behind mid-season and can still finish respectably; that ambiguity is exactly why this page refuses to call ahead-or-behind until the season is effectively complete, and why the in-season read lives on the scoreboard with its season-phase context instead.

Forecast error compounds in the volatile species. Pink forecasts carry the widest error bars, and chum runs have seen multi-year declines that models built on older broods missed; a statewide number can be dragged under by one species whiffing its projection.
